From the residential blocks of Xa La in Hà Đông to a modest home tucked deep within a narrow alley off Xã Đàn Street, a quiet journey of compassion unfolds. Led by officers of An Ninh Thủ Đô (Capital Security) in partnership with Tân Hiệp Phát Group, these visits carry more than practical support—they extend a legacy of gratitude and solidarity that has been carefully nurtured for over three decades.

A Sustained Commitment Across Generations

Rooted in the consistent direction of the Hanoi Public Security Party Committee and leadership, efforts to care for the families of fallen officers and injured personnel—and especially their children—have become an enduring institutional practice.

Since 1996, An Ninh Thủ Đô has quietly provided monthly support to children of police martyrs and officers who died in the line of duty. This long-running initiative is funded through the “Mutual Compassion Fund,” established in 1992, reflecting a deeply embedded ethos of solidarity and shared responsibility within the force.

These steady, often unseen contributions have helped sustain young lives through formative years, offering not only financial relief but also a sense of continuity—an assurance that they are not navigating loss alone. Over time, the initiative has become a living expression of collective care, preserving and extending a culture of empathy across generations.

This work also aligns with the nationwide “Foster Mothers ” program led by Vietnam’s Ministry of Public Security, which seeks to provide structured, long-term care for orphaned children. The Ministry of Public Security assigned the Department of Party Affairs and Political Work to direct the Standing Committee of the Women’s Union of the Ministry according to Plan No. 01/KH-BTV dated January 7, 2022, and Guideline No. 02/HD-BTV dated March 31, 2022 to follow the processes and implement the “Foster Mother” program.Within this broader framework, An Ninh Thủ Đô’s efforts serve as both a practical extension and a human-centered embodiment of public policy.

Scaling Impact Through Partnership

In 2025, the initiative entered a new phase with the involvement of THP Foundation, amplifying both its reach and its depth. This partnership represents more than financial reinforcement—it signals a shift toward long-term, structured impact.

Under the program, children of fallen police officers and orphaned dependents receive support for education and living expenses from the time of sponsorship until they turn 18. The level of assistance is calibrated to each stage of schooling, ensuring relevance and continuity.

Running from early 2025 through 2031, the initiative carries a total committed budget of nearly VND 1 billion (approximately $40,000), with VND 300 million allocated in its first year alone. Beyond the figures, the program reflects a deliberate move toward sustained investment in human potential.

The program’s meaning is perhaps most clearly revealed in its quiet, personal encounters.

One visit brought the delegation to the home of Phan Gia Bảo in Xa La. His father, Phan Đức Sơn, a Mobile Police (special tactical unit) officer had passed away while on duty. Since 2013, Bảo has been supported by An Ninh Thủ Đô, growing up alongside the program’s steady presence.

With the enhanced support now made possible through corporate partnership, new opportunities open before him—lessening financial strain while enabling broader personal development.

The journey continued to a small apartment in Xã Đàn, home to two brothers, Nguyễn Đăng Huy and Nguyễn Đăng Minh. Their father, Nguyễn Văn Út, a dedicated police officer, was killed in 2010 while handling explosive materials—an event that left the children fatherless before the age of two.

Confronted with the vulnerability of the children left behind, the editorial board chose to act—laying the foundation for what would become a decades-long commitment.

From that first case, the program expanded steadily, supporting numerous children—many of whom have since grown up to pursue meaningful paths, some even following in their parents’ footsteps.

What stands out is not only the longevity of the effort, but its persistence through constraint. Even during periods of financial difficulty, the program was maintained—treated not as charity, but as responsibility.

With the participation of Tân Hiệp Phát Group, monthly support has increased significantly—from VND 500,000 to between VND 2.5 million and VND 3 million—reflecting both practical necessity and a deeper corporate commitment to community welfare.

Since 2000, the Editorial Board and staff of An Ninh Thủ Đô have maintained monthly financial support for eight children of fallen Hanoi police officers until they reach the age of 18—an enduring expression of gratitude and solidarity in the face of loss within the force. In 2025, marking the 80th anniversary of the People’s Public Security Forces and the 20th anniversary of the All People’s Movement for National Security Protection, the organization mobilized corporate partners to join the effort, while increasing the level of support by at least 400 percent for children of fallen officers and deceased personnel, ensuring greater resources for their education and daily living.

The program is jointly implemented by An Ninh Thủ Đô and Tân Hiệp Phát Group. Under the initiative, the company provides monthly financial assistance to children of fallen officers and deceased Hanoi police personnel until they turn 18, with support levels calibrated to the needs of each stage of schooling. The sponsorship period runs from the first quarter of 2025 through 2031, with a total direct funding commitment of VND 999 million (approximately $40,000), including VND 300 million allocated for 2025 alone.
